Benefits

 

RCC offers a comprehensive benefit package designed to provide employees and their families, including domestic partners, with a broad range of employer paid and employee paid benefit options. Depending on employment classification, benefits may include Medical, Dental and Vision options, Group Life and Accidental Death and Dismemberment insurance, Long Term Care insurance, Long Term Disability, Voluntary Supplemental insurance, Flexible Spending Accounts, Health Savings Account, Employee Assistance Program, Oregon Public Service Retirement Plan, Tax Deferred Retirement Savings opportunities (457 and 403b plans), and Tuition Waiver for employees and eligible family members to use toward classes at RCC.​ The College offers paid leave, which may include accrued vacation, sick leave, personal leave, and paid holidays.

Health Insurance

RCC offers exceptional health insurance coverage to eligible employees through the Oregon Educators Benefit Board (OEBB). The plan year runs October 1 through September 30, with Open Enrollment occurring August 15 through September 25.

As of the 2017-18 health insurance plan year, eligible employees will be able to select any medical, dental, and/or vision plan offered by OEBB in our region. Options include:

  • Moda Medical CCM/Synergy Plans - Alder, Birch, Cedar, Dogwood, and Evergreen
  • Moda Medical PPO/Connexus Plans - Birch, Cedar, Dogwood, and Evergreen
  • Delta Dental Plans - 1, 5, 6, and Delta Exclusive PPO
  • Willamette Dental Plan
  • Moda Vision Plans - Opal, Pearl, and Quartz
  • VSP Vision Plans - VSP Choice and VSP Choice Plus

The College makes a monthly contribution (the "Cap") toward medical, dental, and vision coverage based on employment type and medical plan tier. Any premium cost beyond the College Cap amount is deducted via monthly pre-tax payroll deduction. Employee premium cost is dependent upon the applicable employment type, tier of coverage, and plan(s) selected.

Health Savings Account (HSA)

RCC offers a Health Savings Account (HSA) administered by WageWorks for eligible employees who enroll in Moda Evergreen, OEBB's qualified high-deductible health plan (HDHP). Eligible employees can elect pre-tax contributions to their HSA, with changes permitted on a monthly basis. As an added benefit, the College currently contributes to eligible employee's WageWorks HSAs based on coverage tier and employment type as follows:

  • Full-time Faculty, Classified and Exempt Employees: $100.00/month (EE Only), or $200.00/month (EE+Sp, EE+Child/ren, or Full Family)
  • Part-time Classified Employees: $100.00/month

Flexible Spending Accounts (FSA)

A Flexible Spending Account (FSA) is a pre-tax benefit account used to pay for eligible expenses. Benefits-eligible Classified, Exempt, and FT Faculty employees are eligible to participate. RCC offers 3 types of FSAs, administered by WageWorks:

  • Healthcare FSA
  • HSA-Compatible FSA
  • Dependent Care FSA

The Healthcare FSA includes the carry-over provision, which allows up to $500 of unused funds from the 2017 plan year to be carried over to the 2018 plan year. Additional details are included in the 2017-18 RCC FSA Frequently Asked Questions. To enroll during the open enrollment period or as a new hire, complete the 2017-18 FSA Enrollment Form.

Group Life, Voluntary/Optional, and Supplemental Insurance
Group Basic Life and AD&D Insurance

RCC offers employer-paid Group Basic Life and AD&D Insurance for all full-time employees (management, full-time faculty, and full-time classified) through The Standard.  The benefit amount for full-time faculty and full-time classified is $20,000.  For management, the benefit amount is $40,000.

Group Optional Insurance
All benefits-eligible employees have access to a variety of optional/voluntary insurances including:
  • Optional Employee/Spouse Life Insurance
  • Optional Employee/Spouse AD&D
  • Voluntary Long Term Disability
  • Voluntary Short Term Disability
  • Voluntary Long Term Care Insurance

Supplemental (Section 125) Insurance

Supplemental insurance products can enhance the overall benefits package. RCC offers two vendor options; Aflac and Colonial Life. Products include accident, cancer, hospital indemnity, critical illness, and short-term disability. Benefits-eligible Classified, Exempt, and FT Faculty employees are eligible to participate in Section 125 benefits.

Employee Assistance Program (EAP)

All* RCC employees are eligible for Employee Assistance Program (EAP) services administered through Reliant Behavioral Health (RBH). The EAP can help you to privately resolve problems that may interfere with work, family, and life in general. Your EAP is provided for FREE to you and dependents, living at or away from home, as well as household members, related or not. EAP services are always confidential.

Program components include:
  • Employee and Household Member Face-to-Face Counseling Services
  • Work/Life Balance Services- Legal, Financial, Identity Theft, Personal Mediation, Child and Elder Care, Home Ownership and more.
  • Wellness Services- Health Risk Assessment, Health Coaching, Online Wellness Tools
  • 24-Hour Crisis Telephone Number/Web Access
  • Manager/Supervisor Consultation 24 Hours/Day

*Exception: Student Employees have access to on-campus resources via the Counseling Department, rather than the EAP.

Wellness Programs

Benefits-eligible employees have access to many great no cost options through OEBB. Please visit the OEBB website to explore available topics and programs. Keep in mind, these activities count as healthy actions toward OEBB's Healthy Futures program which can reduce medical deductibles by $100 per person, up to $300 per family, depending on plan selection and number of individuals covered.
